Public Education Participation & Outreach – PEPO
PEPO is a legislatively created committee of the IBCC. This group is tasked with: creating a process to inform, involve, and educate the public on the IBCC’s activities and the progress of the inter-basin compact negotiations; creating a mechanism by which public input and feedback can be relayed to the IBCC and compact negotiators; and educating IBCC and roundtable members on water issues.
The PEPO work group’s membership consists of:
- Education Liaisons
- A volunteer position on each basin roundtable
- Members of the IBCC
- Statewide water education experts
- Staff of the Water Supply Planning section of the Colorado Water Conservation Board (CWCB)
The members of this sub-committee work to identify the best approaches for education and outreach at the statewide and basin specific levels.
The PEPO work group and roundtable members are collectively defining the most helpful and meaningful ways in which the public can participate in the work of their basin roundtable.
The Yampa White Green PEPO Committee works to accomplish the following goals:

Works to develop and implement an Education Action Plan that facilitates educational opportunities about Colorado and YWG Basin water challenges.

Facilitate discussions on water issues, encourage locally driven collaborative solutions, increase collaborations and partnerships with other YWG basin organizations that wish to promote water education.

Encourages YWG Round Table members to actively participate with the Education sub-committee, raise public awareness of YWG Roundtable activities, the YWG Basin Implementation Plan (BIP) and the Colorado’s Water Plan

Plans, implements and facilitates a series of Water Education Forums/Workshops in Craig, Meeker, Rangely and Steamboat.
The PEPO committee and liaison develop education materials on the actives and accomplishments of the Yampa-White-Green Basin Roundtable by developing print ads, radio ads and videos explaining the collaborative process of the YWG BRT, the Basin Implementation Plan, and the accomplishments of the roundtable. Participation
All YWG BRT meetings are open to the public and are held on the second Wednesday of the even months at 6:00 pm. Most meetings now are hybrid meetings with in person meetings located at the Craig Colorado Northwester Community College campus and the online link is located on this website. The PEPO Liaison publishes the meeting dates on this website and in regional newspapers. The PEPO committee meets at 4:30 pm on the same day as the YWG BRT meetings. The recorded meetings are located on the YWG BRT YouTube channel.
To become a member of the Roundtable please review the membership page on this website to review the membership list and bylaws. The YWG BRT has elections to the roundtable at every November meeting, the PEPO liaison will put notices on the website and local papers.
Outreach
In 2023 the YWG BRT purchased two canopies to have roundtable members attend regional events to share information about the roundtable and get feedback from the public about basin water issues. Please look for this canopy at public events. If you have an event that you would like the roundtable please use the contact form on this website. Please give plenty of notice to the roundtable to get members there. Also through WSRF funds the PEPO committee can support water events in the basin. In 2023 the PEPO committee supported the Water Education Colorado annual river basin tour in the Yampa-White-Green Basin.
